In 2020, when the Federal Government definitively announced the shutdown of the SISCOSERV system, many companies were “lost”, as the system covered both the fulfillment of some ancillary obligations and offered a declaration to reduce tax to zero (check with Lisandro) when it comes to commissions paid by exporters to their agents abroad and expenses for storage, handling and transport of cargo and issuance of documents carried out abroad.
That is, when the system was turned off, companies that need to pay overseas agent commissions or distribution center and freight rentals outside the country, were left without the right to take this "discount coupon", which was the declaration issued through SISCOSERV. It is as if companies were entitled to a tax reduction to zero, but could not use it, as there is no place to retrieve this document.

Why can the system be replaced?
If we analyze the Federal Government decree, updated in 2019, we can notice that the items that cite the current systems in operation, for tax reduction purposes, such as SISPROM and SISCOMEX, are crossed out, and the item explaining that these operations was added and maintained. must be registered in SISCOSERV or in another system that will replace it.
That is, as this system is currently out of order, there is a possibility that the Federal Government will replace him, together with other systems for tax reduction purposes, such as SISPROM and SISCOMEX, thus making all in one.
Can SISCOSERV be replaced in all functions?
However, it is necessary to complement that, if there is a replacement of SISCOSERV, will focus exclusively on services that benefit from a tax discount or tax reduction to zero. That is, it will not serve to replace ALL the functions of the old system, but only so that companies can withdraw their “discount coupon” in one place/system, regardless of the operation you are carrying out, as long as you have the benefit of tax reduction.
With this, it is possible to imagine that SISPROM will go offline, just as SISCOMEX will no longer serve for tax reduction purposes. Instead of declaring each operation on a different system, it can all be integrated. Which will make it much easier for companies, as long as they adapt to this novelty.
The Federal Government has not published, so far, any other decree or notice in which 100% states that the system will be replaced or when it will be. But from this update made in the year 2019, it is possible expect soon the release of a new system.
